"Monitoring Pandemic Preparedness. On Global Health Security's Politics of Accountability, Development and Infrastructure" erscheint im Frühjahr 2024 bei campus.

Abstract

Since the COVID-19 pandemic, the monitoring, measurement, and assessment of countries' pandemic preparedness capacities has gained even more relevance for the governance efforts of global health security. Whereas the pandemic has showed that existing measures and rankings did not provide useful knowledge about pandemic preparedness, ever new procedures for preparedness monitoring are introduced to help countries prepare and build up infrastructural capacities of their health systems. Based on multi-sited ethnographic fieldwork and document analysis my doctoral research examines the evolution of preparedness monitoring, its media infrastructures and technicalities, and its politics of accountability and infrastructural development.

Part I of the study understands the development of preparedness monitoring in connection to the health crises and outbreak events, which cyclically have catalyzed changes in the health security apparatus and have introduced new preparedness monitoring efforts since the ebola virus disease outbreaks from 2014-2016. Part II takes a micro-view and provides an ethnographical case study of the Joint External Evaluations facilitated by WHO. A dense media-ethnographical description shows how preparedness monitoring enacts a developmental and judicial capacity for health governance.

Drawing from Foucauldian analysis, Science and Technology Studies and Actor-Network theory in general, and from literature on infrastructure, biopolitics of vital systems, and the metricization of Global Health in particular, the monography contributes to research on the technopolitics of the global and an unknown future. It describes preparedness and preparedness monitoring as efforts of "infrastructural adjustment" - a reflexive biopolitical moment of administering the infrastructural conditions and effects of austerity and a securitization of global health.

The research is part of project A08 "Administrating Transnational Health Crises: Security Routines and the Regulation of Dynamics of Contagion", part of the special research unit “Dynamics of Security” (SFB 138 in Marburg and Gießen), funded by the Deutsche Forschungsgemeinschaft (DFG).
