NaDiMa Dialogue #14 | Sustainable Development and Disasters Risk Reduction | 12 & 14 November

    Natural hazards and disasters continue to impose heavy damages and losses on communities and nations and impede sustainable development. New phenomenon such as climate change and biological hazards like COVID-19 compounded the risk and negative impacts of natural hazards and disasters. The underlying factors of disasters reveal that there is close and reciprocal relation between disasters risk and development policies and practices. The key drivers of disasters risk are hazards, vulnerabilities and exposure. Hazards include categories of natural, industrial and human-induced stress and shocks such as flood, drought, storm, earthquake, technological incident and pandemic. Vulnerability factors include physical, social, economic and environmental vulnerabilities. Exposure indicates the life, properties and assets what are exposed to disaster risk.

    Disasters cause serious negative effects on communities and countries and disrupt sustainable development leading to the loss of its gains and achievements. But it is also evident that development policies and practices have a direct and determining role in generating or reducing disasters risk. Imbalanced development practices such as unplanned rapid urbanization, mismanagement of natural resources and CO2 emissions lead to increased vulnerabilities in human life and consequently exacerbate disasters risk. International frameworks have recognized the development-climate change- disaster risk reduction nexus. 2030 Agenda for Sustainable Development (SDGs), Paris Agreement o Climate Change and Sendai Framework for Disaster Risk Reduction all adopted in 2015, are aligned and have close intersection and complementarity. It is therefore an imperative for all actors and sectors in sustainable development and disaster risk reduction to ensure a holistic approach in order to address key derives and underlying factors to ensure effective disaster risk reduction measures and protection of development achievements. This will contribute to a risk-informed development policy making and planning.

    The Workshop will provide the opportunity to review the fundamental linkages and interaction between sustainable development and disaster risk reduction policy making, planning and programming. The workshop will also provide and examine the approach and methodologies for better integration of disaster risk reduction in strategic development plans as well as in sectoral development planning such as in urban development, environment and natural resource management and socio-economic protection.

    Day 1 (12 November):

    -Introduction to the Workshop’s objectives, program and methodology as well as introducing the participants.

    -Concepts, frameworks, and practices on sustainable development and disaster risk reduction

    -How can disaster risk reduction be integrated in development policies and plans? Risk-informed development approach.

    -Group works exercise: Use Science-Policy- Practice Nexus for integration of disaster risk reduction in sustainable development.

    Day 2 (14 November):

    -Recap from Day 1 and introducing the program of Day 2

    -Disaster risk reduction and sectoral development planning, priority areas and indicators.

    -Group work exercise:  Identify key indicators for integration of disaster risk reduction in 3 development sectors: 1) Urban planning, 2) Environment and natural resource management and 3) Social and economic protection and services.

    -Wrap up, conclusions and closing of the workshop

    Prof. Dr. Mohammad Reza Farzanegan, Philipps-Universität Marburg, CNMS & FB02

    Prof. Dr. Mohammad Farzanegan is Professor of Economics of the Middle East at Center for Near and Middle Eastern Studies (CNMS) & School of Business and Economics at Philipps-Universität Marburg. He is project leader of NaDiMa.

    Dr. Mostafa Mohaghegh, Senior Coordinator, Asia and Pacific Centre for Development of Disaster Information Management (APDIM)

    Dr. Mostafa Mohaghegh is Senior Coordinator at the Asia and Pacific Centre for Development of Disaster Information Management (APDIM) ,a regional institute of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) based in Tehran. He has over 25 years of experience in disaster management and risk reduction as well as in the humanitarian action at national, regional and international levels. He has worked in the International Red Cross and Red Crescent Movement and in the United Nations
    system in the fields of disaster response operations and preparedness programmes, humanitarian action and International Disaster Response Law, disaster risk reduction legislation, policy and strategy development and knowledge management. His career and positions include Director General of International Affairs Department of the Iranian Red Crescent, Operations Coordinator for Africa and Middle East and Manager for Global Partnership on Urban Risk Reduction in the International Federation of Red Cross and Red Crescent Societies (IFRC) in Geneva and Head of United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office in West Asia and North Africa in Cairo . He has led and coordinated international response to a number of major disasters in Iran, Middle East and Africa. He also served as the Adviser of Iranian Parliament and led the process to develop Iran's latest National Disaster Management Law and Strategy. He has lectured and published many articles and papers on disaster risk reduction and management and humanitarian action.
