26.10.2026 New Publication: Tehran’s Housing Market and Emergency Housing Policies during the 2025–2026 Wars
A new study in Applied Economics, co-authored by Professor Mohammad Reza Farzanegan of CNMS at Philipps-Universität Marburg, examines Tehran’s housing market during the wars of 2025 and 2026. It brings together evidence on market activity and the emergency housing measures reported by public authorities.
The sources reviewed describe housing transactions coming close to a halt during the 12-Day War in 2025. During the 40-Day War in 2026, daily online listings reportedly fell from more than 8,000 to about 500. Observed nominal asking prices declined briefly before recovering.
This price recovery alone provides limited evidence of a broader market recovery. Asking prices reflect what sellers seek for their properties. They cannot establish whether homes were sold or what buyers actually paid. The mix of advertised properties can also change as owners withdraw their listings.
The study also examines temporary accommodation, repairs, accelerated building permits, project-specific density incentives, lease extensions and shelter planning. Evidence of implementation is clearest for temporary accommodation and minor repairs. Documentation of actual permit processing times and shelter delivery remains limited.
The descriptive case study draws on legal and administrative records, official statements, Persian- and English-language reporting, online listings and market reports available through mid-August 2026. It documents reported developments without estimating the causal effects of the wars.
The paper was written jointly with Hassan F. Gholipour, Kwan Ok Lee and Kamel Taoum and is available open access.
