The Car2X technology enables smart vehicles to communicate with nearby other vehicles as well as with nearby infrastructure, which allows for many applications, especially in regard to road safety. However, in scenarios with many connected vehicles, it is crucial to properly enforce the access control policy of every single stakeholder which is involved in such a distributed system, which in addition exists only temporarily. For this, the individual policies have to be composed into one composite policy, which results in an access control policy that represents multiple stakeholders which can collectively make decisions on access requests. This thesis aims to answer the question of how access control policies can be composed and which properties the resulting policy composition algebra has in regard to its usage in a distributed system. For this, the scenario Car2X is described according to current research, after which several existing models for access control policies are compared with respect to. their suitability for this scenario. Based on one of these models, a policy composition algebra is designed. This algebra offers three tiers for different amounts of available information on the policies and four composition operations for different composition semantics. Alongside a basic protocol, which defines how this algebra can be used in a distributed system on a more technical level, this algebra is implemented into an executable prototype. This prototype is used to evaluate the algebra against the runtime impact of its operations.
