1. Introduction

Concerning the education of disabled students the university of Marburg is by far the university with the largest number of visually-impaired students in Germany (nearly a third of all substantially visually-disabled students in the Federal Republic of Germany is enrolled at the University of Marburg) as well as physically disabled students (for whom with the Konrad-Biesalski-Haus the university provides a residence with a special care and a driving-service. The University of Marburg has been investing in responding to and supporting this situation of disabled students for a long time. Therefore, at the beginning of 1987, the division "Consulting and Support of Disabled Students" was set up. Now it is called "Service centre for disabledstudents", SBS. The “service centre for disabled students” is responsible for the needs of all disabled and chronically sick students at the University of Marburg but due to the special conditions here as mentioned above there is a special focus on visually and physically disabled.

In 1996 the duties of the “service centre for disabled students" have been extended for special consulting and support for aurally disabled students to additionally meet the concerns of these students and also care for special requirements caused by their disability. This task is administrated by Brita Kortus who also cooperates in the support of visually disabled and consults disabled women if demanded.

Together with her colleagues of the “service centre for disabled students” / SBS – F.-J. Visse and C. Schwan, B. Kortus also works as authorized representative for the needs of disabled students at the University of Marburg.

 

2. Initial situation


Aurally disabled students can attend lectures at the university unhindered but they are faced with first barriers if spoken words have to be understood. The situation of aurally disabled students at the university who are not sufficiently technically supported is characterized by the disability to follow lectures, exercises and discussions in seminary. The communicational aid of reading the conversational partner’s lips is often not sufficient to follow a contiguous long text, long explanations or contributions to a discussion (for example if the Professor is explaining something on the blackboard while standing with his back to the students or if a presentation has to be made in complete darkness). It is as well hardly possible for those highly disabled to follow important conversations with professors or fellow students without misunderstandings. The course of an exam is drastically negatively influenced by such a restrained communication and the success of the exam must be called into question.

For these reasons specific actions and supports for aurally disabled students are essential.

 

3. Consulting

 

The Consulting of aurally disabled students starts with the decision for a certain subject and a certain town in which to study.

 Reasons for a certain decision apart from personal leanings, interests and abilities may be:

  • the offer of subjects at a university
  • halls of residence/other possibilities of habitation
  • special equipment for aurally disabled
  • already existing student self-help groups
  • acquaintances, friends or parental home close to the university

After having found the desired university and subject the question how and where to apply for a university place has to be clarified.

 

a) Application procedure

In this area the consulting covers information about how to compensate disadvantages specific to the disability such as:

  • Application for a preferential consideration about the first request for a certain university and/or
  • Application as a case of hardship for an immediate allowance to a course of study as well as information about
  • Materials necessary for the application

 

b) House hunting

 Concerning the house hunting aurally disabled students are supported by:

  • Getting into contact with the residence hall administration of the student services which offers places in residential establishments favouredly to disabled students or by
  • Itermediation for telephone calls which are absolutely necessary while house hunting

 

c) Questions concerning financing of studies

These questions mainly consist in how to apply for grants as well as how to finance additional requirements specific to the disability in the context of an integration aid.

Benefits in the context of an integration aid are mainly:

  • Sign language interpreters
  • Auxiliary students to take notes in courses
  • Money for studying literature

 
Concerning the grants the following points have to be regarded:

  • Considerations of an additional allowance concerning the income limit
  • Possibility of a prolongation of the maximal time of benefiting
  • Comportment, if due to the disability, efficiency statements are rendered belated.

 

d) Granting of a compensation for disadvantages

While studying the activities to compensate disadvantages can differ within the different phases of studies. The service centre for disabled students offers intermediation for the following examples:

  • Getting into contact with professors
  • Arrangement of study-environment according to the disability
  • Modification of requirements for exams in order to compensate a disability as well as the
  • Conditions of study and examination regulations
  • Finding sign language interpreters
  • Support in application for money to finance the study-literature and people who take notes in courses.

 

4. Provided actions for aurally disabled students

 

The “service centre for disabled students” provides auxiliary students for the individual support of disabled students. The aid of these assistants can be arranged flexibly with our department (see address further down). Furthermore the auxiliary students are accessible four times a week at fixed hours at the university-library.

In individual counselling interviews various problems specific to the disability which may occur while studying can be discusses and often also solved. This can concern difficulties in clarification of problems specific to the disability with professors, the agreement about individually needed arrangements for studying according to the disability in detail or the arrangements to compensate disadvantages in general. You can also get a current overview of important contact points for aurally disabled students.
